Ranks 8 to 13 build the elite armor set one slot at a time. Those pieces belong to the reworked PvP rank sets, and the rank sets page shows all 95 of them class by class.
Honor Currencies
The beta client backs up the rank count: its PvP Renown track is capped at exactly 14.

Common Questions
How many honor ranks are there?
14 per patch cycle. That number has two independent supports: the 14-rank honor track Blizzard described in its Kotaku interview, and the beta client, which caps the PvP Renown track at 14.
How do you earn honor?
Through battlegrounds and PvP-related content. The client's Rank Points also mention tasks given in Gadgetzan, so progression is not confined to battlegrounds alone.
Do ranks reset?
Yes. The track starts over at the beginning of each patch cycle, so every cycle is a fresh run at the same rewards.
