Week 4 of the World of Warcraft: Forever beta marks a major turning point: the moment dungeons genuinely become worth running. The City of Dalaran opens its gates as a fresh 5-player dungeon for levels 28–33; an outdated party experience penalty has been scrapped alongside roughly 20% more dungeon kill XP; the widest batch of underlying class math and gameplay fixes has landed; and every tester receives 16 Legacy Points, with cheap Legacy re-specs to test them.
This breakdown follows the journey as you experience it in game: from the secrets and Horde infiltration line of Dalaran, to the real math behind dungeon leveling, through fundamental Rage and rank scaling fixes, straight to the major design signals shared by developers on the official podcast.
City of Dalaran: New Dungeon With a Horde Infiltration Path
The City of Dalaran dungeon is live for testing in this week’s build, with all previously unlocked content up to level 30 remaining active. Our City of Dalaran dungeon guide covers the level 28–33 bracket, the full encounter lineup from Arcane Anomaly through Shade of the Archmage, and the complete quest progression leading into the heart of the city.
The headline surprise belongs entirely to the Horde: long thought to be an Alliance-only city, Dalaran now lets Horde players in. The attunement begins in Tarren Mill and culminates in the quest Heart of Disruption, granting the Dalaran Sewer Key. Defeat the Shade of the Archmage, then bring the Arcane Mote it drops to Archmage Celindra through Shrewd Negotiations, and the previously hostile Dalaran guards turn neutral.
The payoff is an entire strategic city: Horde adventurers gain access to food, water, and ammunition vendors, Mage class trainers, and stable masters to freely rotate Hunter companions.
Takeaway: Horde players preparing for the mid-game should begin the Tarren Mill chain immediately. It is a structured attunement path where the dungeon serves as the destination rather than the starting gate.
Dungeon XP Boost: About 20% More Kill XP and No Party Penalty
The balance between dungeon grinding and open-world questing has been the most fiercely debated topic of the beta. This build answers the community with two coordinated systemic changes:
- Experience from killing creatures in dungeons increases by approximately 20%.
- The highest-level party member penalty is gone. Previously, XP for killing lower-level enemies in a party was reduced based on the level of the highest-level party member. The build restores the pure Classic Era rule: experience is determined entirely by each individual player’s level. If a party member is vastly higher level than the enemy, no one receives XP, as before.
On the official podcast, the design team walked through the core philosophy: dungeons should never feel like a disposable one-and-done errand, yet running instances on repeat should not completely invalidate open-world questing. Senior Game Designer Josh Greenfield said that with perfect XP-per-hour play, leveling in dungeons should now be very close to, if not equal to, optimal questing. The team stressed that this is a beta that is still being actively tuned.
Takeaway: The winning strategy remains a hybrid route. Clear local dungeons and their bundled quests whenever your travels bring you nearby, then return to the open world. Our leveling guide highlights the exact sweet spots for every dungeon along the journey.
Core Class Polish: Rage Fixes, Form Threat, and Smooth Rank Scaling
This week’s update delivers the most impactful class tuning pass since beta launch, directly rewriting broken formulas and clunky interactions:
- Rage from damage taken is fixed for Warriors and Druids. Three Rage bugs have been fixed: Rage from damage taken previously was calculated from the player’s health instead of an expected creature’s health (meaning high-Stamina gear ironically throttled Rage); critical strikes and crushing blows failed to calculate proper returns; and damage absorption shields skewed incoming math. Rage conversion has also been re-anchored to the 20%–40% armor range instead of the 50% armor previously assumed for a tank, which was never right for questing Warriors.
- Druid form and threat overhaul. Bear and Dire Bear Form passive threat multipliers jump from 30% to 50%, while bonus Rage on critical hits increases from 75% to 100%. Thorns reverts to Vanilla base values with dialed-back spell power scaling; Predatory Instincts is officially rechristened Natural Instinct, granting bonus spell healing; and effects that override shapeshifting now behave more like Classic, so your form stays readable in combat.
- Unified area-of-effect threat. Warrior Demoralizing Shout and Druid Demoralizing Roar now put some threat on all affected targets.
- Spell rank scaling smoothed out. Early ranks of Frostbolt, Fireball, Arcane Missiles, Lightning Bolt, Shadow Bolt, and Smite have been reworked so each newly trained rank is always a tangible upgrade. The Heal spell line received the same consistency treatment.
- Priest tuning. Penance damage and healing have been adjusted to fix an improper channel duration bug, with refined mana costs and stronger output on ranks 2 and 4.
- Paladin and Hunter refinements. Retribution Aura reverts to Classic baseline damage; Reckoning gains a 1.5-second internal trigger cooldown; and mana restored by Improved Seal of Fury and Shield Specialization no longer generates threat. Hunter Expose Prey duration doubles to 10 seconds (up from 5), and Entrapment now triggers exclusively on a Frost Trap’s initial activation.
- Talent trees and pet mechanics. Deep Wounds once again serves as a mandatory prerequisite for Impale on the Warrior tree; a Warlock’s current pet is now stunned while summoning a new one.
Veteran players will also appreciate the return of rapid weapon swapping within a single global cooldown (GCD), allowing macro-driven swaps between two-handed burst weapons and sword-and-board defense. Furthermore, the Cooldown Manager now supports all classes, racial abilities, and trinkets.
Takeaway: Warriors and Druids who struggled with barren Rage bars during early leveling will feel an immediate transformation in flow. Review the class pages for updated talent trees and the change database for the full change logs.
Legacy System Testing: 16 Free Points and 1-Silver Re-Specs
To empower every tester to experiment across builds, every beta player has been granted completion of the Legacy Challenge, which awards 16 Legacy Points.
Furthermore, testing friction has been removed: the lowest-cost talent point re-spec for Legacy Points now costs 1 silver, and the cost reduces by one re-spec per hour. As with class talent experimentation, these relaxed penalties are exclusive to the beta. Before locking in your choices, consult our Legacy system guide for an in-depth breakdown of available perks.
Developer Podcast Highlights: Dungeon Maps, Racials, and Gold Bans
Hosted by Countdown to Classic, Episode 3 of the official podcast brought together guest Hammerdance and Senior Game Designers Josh Greenfield, Jay Hartman, and Rowan Ryder to talk dungeon leveling, questing, and more. Alongside dungeon XP philosophies, three critical takeaways stood out:
- Instance maps are almost certainly not happening. Jay Hartman said the team wants dungeons to feel like a threatening adventure worth exploring: with a map, players find the shortest route and avoid everything else.
- Racial changes are likely next week. Greenfield said the Orc and Troll active racials may be a little too strong, and asked whether weapon-skill racials should be kept or replaced with something else. Nothing is final until the patch notes land.
- Aggressive action against illicit gold and bots. Blizzard confirmed that it has closed over 2,100 accounts that bought gold on the beta and almost 1,600 gold-selling or botting accounts. A future update will add a message to the trade confirmation: “Be sure you know where your Gold is coming from.”
If you are planning your race selection for official launch, hold off on a final choice until next week’s racial pass goes live. Our races directory keeps tabs on all current racial traits.
